Bio

Lorena Singer has been with the National Policing Institute (NPI) since January 2019 where she is the Assistant Director of International Programs. In her position, Ms. Singer works on grant projects awarded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) with the purpose of increasing the professionalism of Mexican criminal justice agencies.

Ms. Singer’s experience in law enforcement and corrections dates back to 1982, beginning in the juvenile justice system where she assisted juvenile probation officers with neglect and abuse cases. From September 2015 to December 2018, she worked as a contracted corrections advisor under the U.S. Department of State INL program, providing assistance to Mexican prisons with the goal of obtaining accreditation from the American Correctional Association (ACA).

From 2007 until 2015 Ms. Singer worked for the Commission on Accreditation for Law Enforcement Agencies (CALEA) as the Regional Program Manager assigned to Latin America and the Rocky Mountain Regions. From 2002 to 2007, she was a CALEA assessor performing numerous assessments in the United States and Mexico, evaluating operations of law enforcement agencies to verify compliance with CALEA accreditation standards.

Ms. Singer has been an auditor for the ACA since 2004, conducting numerous audits of correctional facilities in the United States and Mexico, evaluating operations of correctional facilities to verify compliance with ACA accreditation standards. She is also a certified Prison Rape Elimination Act (PREA) auditor under the U.S. Department of Justice. Ms. Singer has worked for the City of Las Vegas, Nevada in a law enforcement and correctional agency holding for almost two decades. She has held various positions, such as being a correctional nurse, corrections programs counselor, and an ACA and CALEA accreditation manager. She was also active in other areas of operations, such as quality assurance, recruiting, public relations, and training.

Ms. Singer studied at the University of Puerto Rico where she obtained a Bachelor’s Degree in Psychology. She has roots in Puerto Rico and Spain, and is a native Spanish speaker.
