Detective Jeffrey Payne, Ph.D.

Bio

Detective Jeffrey Payne has been a deputy sheriff with the Orange County Sheriff’s Office in Orlando, Florida, for over eight years. Detective Payne currently works in the Criminal Investigations Division (CID) where he specializes in sex crimes. Prior to his position in CID, he was in the Uniformed Patrol Division where he has amassed experience responding to calls for service ranging from the simple to the extraordinary. While still a relatively new member of the law enforcement profession, he was a sponsored academy candidate for the sheriff’s office and has further experience in the security and surveillance fields.

In December 2019, Detective Payne graduated with his Ph.D. in Security Studies and a graduate certificate in Intelligence and National Security from the University of Central Florida. He utilized a mixed-methods approach in his dissertation when he analyzed community responses to mass casualty events. His other research interests include terrorist psychology, research methodology, and state and local indicators of non-state violence. Detective Payne also holds master’s and bachelor’s degrees in Criminal Justice from the University of Central Florida, where he minored in Sociology and received a certificate in Criminal Profiling.
