Abstract

Hate crimes are criminal offenses that are motivated to some extent by the offender’s bias. They are different from traditional criminal offenses because they victimize entire groups rather than individuals. As a result, hate crimes tend to have a more severe and wide-reaching impact than traditional offenses, presenting distinct challenges for law enforcement agencies. This guide provides law enforcement tools for proactively addressing community concerns related to hate crime data.
