Abstract

The National Policing Institute participated in an independent review team that conducted a comprehensive and thorough review and analysis of the facts and circumstances leading up to an incident at the James T. Vaughn Correctional Center that began on February 1, 2017. Each of the chapters in this final report delve into the topics identified as directly and indirectly contributing to the incident that began on February 1, 2017, in more detail–including, Culture and Leadership; Staffing, Compensation, and Safety and Wellness; Policies, Procedures, and Practices; Officer Training; Communication; Equipment and Technology; Inmate Health, Programs, and Resources; and, Building Trust and Legitimacy.
