Chief James W. Johnson (Ret.)

Bio

Jim Johnson is a retired chief from Baltimore County, Maryland. He spent nearly four decades with the Baltimore County Police serving in virtually every discipline and specialty within the department. He was chief of the major city’s agency for ten years.

He currently owns and operates his own practice offering expert witness public safety case review and testimony in civil litigation matters. His cases range from police shootings and use of force, police civil rights violations, and police Equal Employment Opportunity Commission (EEOC) cases to premises liability cases involving homicides and other criminal acts occurring on public and private property. He is a recognized expert on police use of force and multi-housing public safety and security.
