In response to the COVID-19 pandemic and its impact on law enforcement and other first responders, the National Police Foundation (NPF) identified the need to provide a range of resources, research, and awareness to the law enforcement community. As the COVID-19 pandemic progresses, NPF continues to identify opportunities to provide new resources and support—including grant funding—to first responders nationwide.
COVID-19 Crime & Data Analysis: NPF examined data sources to track and analyze crime trends and patterns during this unprecedented pandemic. NPF conducted analyses of traffic crashes and fatality rates in five states and Baltimore Police Department data. Following these analyses—in partnership with the International Association of Chiefs of Police (IACP) and through funding provided by the COPS Office Collaborative Reform Initiative for Technical Assistance Center (CRI-TAC)—NPF examined data sources to analyze line-of-duty deaths due to COVID-19. NPF continues to work with CRI-TACT to identify trends and patterns that can inform policy and decision-makers in the field on what is happening, informing staffing, resource, and policy decisions.
COVID-19 Microgrant Award Program: NPF—with funding support from private sector partners, including The Starbucks Foundation and the Motorola Solutions Foundation—launched the National First Responder COVID-19 Grant Relief Program. This program allowed first responders and survivors of first responders to request a microgrant to reimburse select COVID-19 related expenses, such as mental health and wellness costs, unanticipated dependent care, disinfecting services, and similar costs.
COVID-19 Resources for Law Enforcement: NPF continues to maintain a page of resources developed internally, federal government resources and guidelines, and FAQs by law enforcement. The project page also has a link to the NPF’s Law Enforcement and Public Safety Corporate Caring Resource Center, which matches companies with personal protective equipment with first responder agencies in need.
Real Time Situational Awareness Dashboard: In collaboration with the National Alliance for Public Safety GIS Foundation (NAPSG) and Esri, the National Police Foundation developed a real-time situational awareness tool for law enforcement agencies. The tool, featuring a real-time dashboard, provides critical insights for executives, commanders, and other stakeholders to assess and monitor the impact of COVID-19, including officer exposures, diagnosis, workforce impact, and personal protective equipment (PPE). Data collected is aggregated and mapped at the state-level to show the implications across the country. Individual agencies are not identified. Law enforcement agencies can then compare impacts in their state with those of other states.
NPF is committed to providing evidence-based resources and financial support to law enforcement agencies during the COVID-19 pandemic. NPF resources help agencies better assess and monitor the impacts COVID-19 is having across the United States and to help address the challenges faced by public safety personnel and their families.
NPF’s real time situational awareness dashboard and crime and data analysis initiatives is being funded by the Collaborative Reform Initiative Technical Assistance Center (CRI-TAC), a program of the U.S. Department of Justice’s Office of Community Oriented Policing Services.
