As a GSA MOBIS contractor, the Police Foundation offers a range of management and consulting services that can help federal agencies improve performance and meet agency mission goals. The focus of the Police Foundation’s work is on policing, general law enforcement, the nexus between policing and corrections, broad criminal justice issues, and the law enforcement role in homeland security matters, including research and practice.

The Police Foundation is authorized to offer the following Special Item Numbers (SINs) under its GSA MOBIS contract.

SIN 874-1, 874-1RC Consulting Services

Contractors provide expert advice, assistance, guidance and counsel to improve the performance, quality, timeliness and efficiency of services provided by the federal government.

• Operational and organizational reviews
• Management assessments and studies
• Culture and climate assessment
• Faith-based outreach and problem solving
• Experimental research
• Applied research
• Evaluation research
• Leadership development and coaching
• Development of agency performance standards
• Development and implementation of training programs
• Critical incident after-action reviews and reports
• Geography of crime and disorder

SIN 874-3, 874-3RC Survey Services

Obtain expert consultation, assistance and deliverables associated with all aspects of surveying within the context of MOBIS. Contractors shall assist with, and/or perform all phases of the survey process to include, but not limited to:

• Planning survey design
• Defining and refining the agenda
• Determining proper survey data collection methodology
• Administering surveys using various types of data collection methods
• Sampling; survey development
• Survey database administration
• Analysis of quantitative and qualitative survey data
• Pretest/pilot surveying
• Assessing the reliability and validity of data
